Comprehensive but affordable scan tools?

The Innova 5160 rs looks good, but can it read codes from systems other than the power train such as abs and transmission codes from a 2016 Mazda 3? If not, what would you recommend that  costs less than $1000? Dedicated hardware rather than something like a bluetooth dongle and a mobile app is preferred.

Yes it can cover all that.  These tools and at their price points can scan all the systems on most vehicles and report any codes as well as live data.  What is NOT guaranteed is the ability to perform active or bidirectional tests (for example, command the computer to open and close a valve), but you can certainly read the data.
