Convert prius to normal gasoline engine

When the hybrid battery of a prius no longer works, can it be used as a normal gasoline car?

That is next to impossible for a Prius. The Prius uses an eCVT as the transmission. And the eCVT is basically two electric motors connected to a planetary gear set. So the transmission would be basically dead without the hybrid component. 

Furthermore, these same electric motors act as the starter and alternator, not just the transmission. So with out the hybrid component, it won’t work either.

The only hybrid I know that can theoretically work without the hybrid component is the 2000’s era Honda Civic hybrid. It has a back up starter that can start the engine.

I don't think you're looking to spend $$$ on your car, taking out the stater, motor, transmission and modifying the crap out of the thing to put a new starter, and engine-transmission combination that was never intended for the application. Unless you're prepared to let go of an absolute fortune, no, it's not possible.
