2006 Chrysler Pacifica Touring 4.0L
My issue is that one side of the fan is running without issue and the other one is not running seems like it is stuck or pressing against the radiator. I can spin the other side just fine but the other side is not moving. Not aware of any thing hitting the fan or radiator but just seems stuck
thoughts?

The fan motor is fried. You need to replace it

Make sure that fan is not touching the radiator(or anything) The fan should be able to spin freely inside its housing. If it doesn't spin freely, the fan could be burnt out. Simple way to test a cooling fan is to use some wire and run it from your battery directly to the fan's motor.
