I drive a 2002 Mazda Demio and the cooling fan does not work and it makes a burbling sound when it's on and gets hot. There's a relay missing from the box but there's no outline on it for me to say which relay it is

The relays should be listed in your owner's manual.
Did the fan ever work? Have you tested it? After 21 years the fan may just be worn out.
