I have a 2000 toyota camry with the 2.2 with 260,000 miles and while I was driving the crankshaft pully came apart and needs to be replaced and would appreciate advice on how to-
-take it off(my impact is not strong so no impact)
-stop it from spinning with a breaker
-when reinstalling what is the torque specs (I've checked all data and they say 108 NM or 79 ft-lbs but then I checked toyotatorquespecs.com any it says 102 ft-lbs) what should I do?

Doesn't alldata get their information directly from manufacturers?
You could call your local Toyota service department and ask.
