This only happens in cold weather. 2018 Impala Premier. Mileage 47K . When the car warms up the noise almost totally goes away. In summer non-existent. Could it be the rack & pinion hydraulic fluid thickening in cold weather? Appreciate your thoughts...tks

Could be that, though I would be more suspicious of a problem in the suspension, bearing, or axle.
My advice is to get the car safely lifted and supported, and see if there is excessive wheel play. Then take off the right front wheel, and take a close look at things. Any bent suspension pieces or torn rubber boots? Both Scotty and Chris fix have videos on evaluating front end noises. If you dont see anything, I'd take it to a suspension shop for a look.
