Hello Scotty,
I went to Honda dealership for an oil change. After the oil change, the Honda dealership gave me a paper with services that they recommend for my car. One of the services was fuel/emission clean and they were charging $155 for that.
my question is what exactly is fuel/emission clean? Seems like a scam to me.

A "fuel/emission clean" is where the dealership sucks money out of your wallet. If your car has no check engine light, and drives and idles ok? Ignore them/laugh at them.

It's complete B.S. For $155 they'll probably just put a $10 bottle of Techron in your gas tank.

Did you try asking the merchant of the service what they give you in exchange for your money?
