Can a vehicle brand really go bust if a recall notice is not fixed?

Not exactly sure what you're getting at. A large recall can certainly be very expensive for a company. (See the VW diesel fiasco for an example.)

If recalls are caught early enough, before any major damage is done, it can potentially save a company. Or even make a company.
Recalls aren’t necessarily a bad thing, because the company is fixing it.
What is bad is when a company doesn’t fix a known problem.

Theoretically, the NHTSA could fine a company out of existence in the U.S. for failure to comply with a federally mandated recall. Resistance is pointless. Is that what you mean?
