Does a low power steering reservoir always indicate a leak?

Does adding power steering fluid to a reservoir always mean there must be a leak somewhere?

The power steering reservoir has always been full on a 5th gen 4Runner. Recently noticed it was on the low(add) level. Topped it up with fluid back to the full line. First time this has happened.  I can’t see any leaks  coming from the 4Runner.

There are no sounds or issues with steering whatsoever.

just keep an eye on it , and record how much you're adding

If it's never been flushed then it could just be getting goopy and sticking to itself in places. If not then there is a leak but probably not major.


Thanks mountainmanjoe and bruceree for the reply. Didn’t know the ps fluid could get goopy and affect the level.
