I have a 1999 toyota 4runner. The power door locks have been weak since I bought it 2 years ago.
They usually work well one time, and after that they are weak. I can tell they're getting signal and trying to go up/down but they don't have enough strength/power.
If I wait a while they will work again but only once.
This happens with both driver/passenger switches and with my remote key fob. So it is not the switches.

clean and lube the solenoids and linkages

Lube the lock mechanisms up and check that electrical connections are OK. If after that there are still problems the lock motivators are probably worn out.
