No it is not. You can pay a $500 fee for being uninsured and drive at your own risk.
Realise, anything that happens to your vehicle you will have to pay for out of pocket. And if you strike another motorist while uninsured, you can be sued for the damages.

One of the main reasons to carry real insurance (not the $500 fee) is that insurance companies have rafts of lawyers to keep you from being sued to death - by other insurance companies, usually. Be especially careful driving near DC - there are more lawyers here than mosquitos in Florida.
when you get insurance, tell them to double the minimum coverage, it doesnt cost that much
cars are so expensive, can easily cause more damage than the minimum and could be on the hook
