I have a 2002 Tundra with 120000 miles. The E-brake will not latch when applied. This just started a couple of weeks ago.

It's not an E brake, it's a parking brake. Check the mechanism for binding and lubricate moving parts to restore function.
The parking brake control is Toyota OEM part number 46104-34020, about $92 at Toyota dealers if it is broken and needs replacing.
