ECU replacement and transponder key programming

My son has a 2005 Honda Accord 2.4 L 4 cyl car.  His AC is not working and we have diagnosed the cause  - the ECU is not grounding the AC clutch relay so the AC compressor clutch will not engage.  It appears that the only fix is to replace the ECU.  We would like to purchase a used one (it seems like it is difficult to find a refurbished one and the dealer wants major dollars....)  I saw where you were reviewing a Bosch scan tool recently on your Youtube channel, and I was thinking of purchasing it and using it to re flash a new used ECU.  My concern is also being able to program his transponder keys so they will be able to start/run the car.  I am not a locksmith.  Will I be able to do that as part of the reflash process ?

Only a locksmiths are bonded Honda mechanic can do a transponder key.but heck I would not replace the computer just cuz the AC doesn't work I would put a toggle switch on it and run that to the AC system to power it up to turn the compressor on and off cost you maybe 25 bucks in parts
