2017 Rouge 4cly turbo with 100,000 miles on it. With engine running I took off the oil filler cap. I can hear a feel air puffing out of the filler hole with a little spray of oil one in a while. Is this normal. My other car without turbo 4 cly with 40,000 miles has very little puffing at all and no oil. What is acceptable blow by. ??

It depends on how much blow by you have and if it has a gas small to it or not.

Puffing out the filler ain't good. How much oil does it burn in between oil changes? You could do a wet/dry compression check (Scotty has a video on this) and see what condition your rings are in.
Also, check your PCV valve - if it was clogged, that would help create the blow-by.
