Engine oil cap pressure

I noticed on my 2003 rav4 (1AZ-FE) that when i unscrew the oil cap with the engine running its pulsing positive pressure (no smoke, just blowing air). is that normal? a mechanic told me i need to rebuild the engine to fix the problem.

Replace your PCV valve to relieve blow by pressure in the crankcase.


Thank you so much! Also, could it be possible that this is the cause for a P0420 cat efficiency below treshold? Unfortunately/fortunately this is the only code i have, and from what my mechanics scan tool saw, i dont have a cat regen system so i will have to try clean the cat by some professionals.
Fun story: A guy told me to change gears at 3500-4000 rpm and sice i began doing that, it feels like a whole different car! I used to change at 2500 and i was dissapointed by lack of power but now it feels like im flying lol.

P.S: i always see Scotty as my uncle lol, I live in Romania and sometime i wish to go see him in person and shake his hand for all the priceless adivce he gave us

Apparently my PCV valve is working just fine and the blowby is insane, its like turning on an air compressor, again no smoke just pressure. I dont think it's the pcv valve
