Volkswagen Golf, 2009, 2.0 TDI, 81 kW, 161,203 kilometers. When stationary, car won´t idle over 2,500 rpm. Is this normal? No lights on the dash but from time to time the check engine light flashes for a few times then disappears.

This is Normal. Most cars don't rev high in park some even have a neutral rev limiter as well. This is done to prevent damage.
Why would you want to rev the car over 2500 rpm in neutral in the first place?
If it runs fine except when the car is not moving, my guess is the ECU is programmed to not allow high revs in that situation, probably for emissions reasons. I'm pretty sure that the ECU programming on those has been through several iterations. You might find out more definitive into here:
