EVAP Issue/ Shutoff value?

Scotty, I have a Hydunai Sonata 2003 4 cylinder. I couldn't put gas in the car and had the vapor canister replaced along with solenoids'. But it didn't solve the problem. I still can't get gas into the car. The mechanic says he thinks the fuel shut off value is clogged. and wants to replace the gas tank. I don't trust this mechanic. What should I do? Thanks for any advice.

what about all the tank + canister hoses and plumbing? You could have obstructions there. Usually in a situation like this a smoke test is performed.
