The explanation is in the first paragraph. RVP is how easily gasoline evaporates. In the summer, pumps sell a blend that produces less vapors. In the winter they sell a blend that evaporates more and helps cars start better. This government action will allow pumps to sell higher RVP gasoline sooner, to increase supply to consumers. That's it. Trump is making life easier for people.
