I bought a 2001 Buick with 200,000 miles and I noticed a gas odor inside the car while it runs and I believe it's there even with vents shut off.

Check your EVAP system. (Not surprising to have evap problems on a 23-year-old car.) There may be codes stored so you should scan for them.
