I have a 2018 Ford Fiesta SE and I bought a new tire last month for my driver side front. This tire is an H speed. I found cheaper tires that are v speed. Is it ok to mix these two speeds for just the back ones?

The higher the speed rating, the stiffer the sidewall.
So, it can affect the steering/handling/braking of the car.
I would not mix and match front or rear.
