My 2004 Express van, 4.3 v6, 200,00 miles has hard starting when conditions are cool and damp. In very cold (upstate New York) it starts fine. Replaced the cap and rotor 4 months ago. Should I replace the wires?

If you crank the engine in darkness, sometimes you can see arcing that will reveal the problem.
I would take another look at that cap. They are notorious for trapping moisture and corroding/arcing.
another easy test is to spray slightly salty water on the plug wires and coil.
