Has technology really improved MPG on American cars?

General motors… We should just be making cars department:

Dear Scotty,

In the last 20 years, I have seen GDI, computer controlled engines, and environmental controls put on American cars; result, where is the increased gas mileage we were promised? Thank you.

It has certainly improved over old cars with carburetors. In more recent years manufacturers have had to concentrate on eking out minor improvements to meet government standards and tests rather than real-world improvements that provide value for consumers.
