I been giving the mechanics money and they haven't been able to fix the issue...

Basically a whining sound and we have replaced the steering wheel pump, reservoir and hoses. The sound is still there. If you start the car the sound won't be there even when you turn the wheels that's why the mechanics thought the issue was fixed. But after driving the sound is back. Then when it's in parked, No turning of the wheel, the sound is there when I push on the accelerator and RPM. So now i definitely don't think it's the steering pump but something with pulleys or can it be back Alternator or AC compressor or the pulleys attach to those. BUT how do we pin point the issue, I can't afford to keep paying mechanics to try and think it's the AC compressors and replace that but still have the issue. Any help would be appreciated

Funneling endless streams of money into mechanics is an expected part of the BMW ownership experience.
If the mechanics were any good instead of firing the parts cannon they'd be checking all belt-driven accessories for worn bearings, the belt itself, or use a noise detection gadget like the ones Scotty has shown in his videos especially if the noise is not coming from the belt-drive system.
