Heater is only warm, it has been flushed

I have a 2013 Nissan Qashqai (Rogue) 1.6L petrol, It had a front accident repair before I bought it and I got a good deal.
I have a problem, the air blows warm not hot. I found the previous owner had just put tap water in it so I flushed it and got some sludge out of the heater matrix but that didn't fix it, so I left a vinegar and deionised (distilled is hard to get here in the UK now) water solution in it overnight to dissolve any lime scale and flushed it again and it was all clear with a good flow. I took the thermostat out and boiled it to see if it opened as the pipe outlet after it does not get hot and the radiator feels cold.
I tried to run it without the thermostat but it is the type that has a plastic housing and not the normal gasket, it seals with the rubber around the thermostat so I could only run it for a short time without it in as it leaked. The Rad and pipe got hot so no blockages there but the heater was still only warm.
I put the thermostat back in and filled up the cooling system and went for a drive with no change.
I checked for air locks and left the expansion bottle cap off overnight and the coolant went down a little bit so I topped it up and checked for leaks.
The pipe after the thermostat still does not get hot. I used a laser thermometer on all the pipes and they only reach about 80 Centigrade, the thermostat is rated at 82 C.
The car does not overheat, in fact it runs warm and the gauge shows just below midway. I put a cardboard sheet in front of the radiator to try and make it run hot and open up the thermostat but it still runs warm not hot and the pipe is still cool after the thermostat housing.
The aircon is not working either, it has a leak and I have replaced the condenser and a split pipe but I want to fix the heater first as it is winter.  
When I turn the heater controls from cold to hot you can feel the difference and all the vent controls work correctly.
The fan for the radiator has never turned on.

it's most likely the air blending doors in your car getting stuck

I have already watched those videos in the faq.

It is possible it is the blender doors, but they do move when I change the temperature settings.

I still have the problem that the hoses do not get that hot.
