I am from Europe, i am thinking to buy a Honda civic 2006-2011 model, 1.4 dsi! What you think about this car and this eingen? Quality of japenese car are the same in Europe, like in USA?

Japanese car in Europe quality is good, by experience my second car back in the days was an Honda Civic, I drove it for years (quite pushing it) and my parents kept overall for about 10 years without significant troubles.
As for this specific you are looking, if I correctly recall the engine is not as powerful (especially in the earliest years) as the bigger 1.8 but being an Honda it could be a fun car.
Have a mechanic check it before you buy it.
