hey scotty my 2001 Toyota Celica has not run in 2 years so i open up the hood the check the oil and the oli is fine but when i try to start it has no gas and it has 147,000 miles on it can you help me

I would drain the fuel out of the fuel tank, replace it with good fuel, check the spark plugs and fuel filter, and see if it will fire.
Sitting cars can suffer from any number of issues. Also check the battery as it should be shot. I'd also replace the oil. If it is two years old it definitely needs to be changed regardless of appearance.
