Hey Scotty greetings from Virginia. Looking at a 1999 Plymouth Breeze with I believe a 2.0 liter with 72K guy wants $1,300 for it. IS IT POSSIBLY A DECENT BUY??

It is a Plymouth, so no.
In all seriousness, that is the same car underneath as the Dodge Stratus which was an absolute disaster.
I can't recommend it even at that price. You'll have more than that into it in repairs in no time.
