If I'm understanding you correctly you bought it in that condition? 😮
There are many things that can cause the kind of issue you are experiencing, with transmission failure certainly high on the list if it's not shifting out of 1st gear. (Specifications on that car say it has a 4-speed automatic transmission.) Does it have sufficient fluid? Is the fluid burnt and/or gritty?
There are many things that can cause a car to perform poorly. Check that air and fuel filters are not clogged and also test fuel pressure. Check for a clogged catalytic converter, that's a fairly common problem on older vehicles that can cause the kind of problem you are experiencing. It would be a good idea to do a full diagnostic scan.
Note that model is prone to engine and transmission problems:

my question is do I try to take care of it and change the transmission fluid or do leave it... I bought it from a guy who bought it for parts
You could try some basic troubleshooting but chances are that it will cost more than that thing is worth to make it into anything decent.
Or will now. Or shifts perfectly basically... my question is do I try to take care of it and change the transmission fluid or do leave it... I can't idiots for it to break down. I bought it from a guy who bought it for parts
