I have a 2009 Honda Accord lx-s with 140,000 miles and every time I start up the car. The RPM is around 3000 and sounds like the car is revving but then it slowly goes down again .
If it drops down to 700-800rpm after 2-3 minutes, that’s completely normal.
Start by cleaning the MAF sensor and checking your engine air filter. If those are dirty, the car can idle rough.
If the cleaning doesn't work, check for air leaks.
I have a 2009 Honda Accord lx-s every morning I start up the car the rpm are bouncing from 2000 and 3000 rpm. Then after 3-4 minutes it’s starts to go down . This always happens when the car is cold. Car has 130,000 miles and no check engine light.

Is that you modulating the throttle at the very end?
No. That is what it does every morning
vacuum leaks or dirty throttle body
That is normal however, was your engine cold?
If not then I'd inspect your filter(s) and the MAF sensor
Some cars in the cold have high idles to get them to warm up faster instead of you reving up the engine
