Car transmission hesitates between 1st and 2nd gear only. How do I fix it?

When was your transmission last serviced?
What is the level (consult manual for procedure) and condition of the transmission fluid now?
A 20 year old car with only 16k miles. It must have been sitting unused for a very long time.
Maybe it just needs to driven more to shake out the stiffness.
What did the fluid look like?

Transmission has not been serviced. Only has 15800 miles on it and the fluid level was checked when the cars motor oil was changed.
