When getting a new AC compressor installed into my Honda Civic 1.8L, does it need to be charged or can it just but properly installed in the car?
The entire AC system needs to be evacuated of all air/moisture using a vacuum pump and then the system needs to be charged with the proper type and amount of refrigerant which will be specific to your car.

Your AC system is pressurized. The compressor is part of that system. So if you take it , you are opening a sealed system. (think of opening shook up soda bottle).
So the answer is yes, there is a procedure that must be followed to make the AC work properly.
