Do you have a mechanic there would he let it get checked out? If so, I would have a mechanic do an inspection on it and make sure that it is in good mechanical shape. I would go ahead and buy if its in good shape. 9.5k euros is on the steep side of prices but you offered him 6 and if you get it for near that range it could be a great buy!

According to VIN I found out it was registered as a company car. I advise be leery about those.
