2001 Honda Accord power steering seems stiffer than I feel it should be. I already changed out the fluid per Scotty's video but this had no impact. What could cause this?

Your car is 19 years old almost 20 so it could be the rack starting to go. You want to take this to a mechanic you trust and have them look at it and see what needs work.
