A guy near me is selling a set of older whitewall bias ply tires with a spare. There’s no telling how old they are, could be 10 years, could be 70. Either way they are guaranteed to be quite old. Visual inspection, they look brand new. No wear, great tread, no cracking whatsoever, and they’re tubed tires. How safe would these be to use on my classic car? I don’t anticipate them getting that many miles put on them, mostly short local drives. They may be used for the rare occasional road trip however.

They are not safe at all. If you want to go back to classic bias ply tires check out Coker Tire.
