Hi, my-law is looking at a Hyundai sonata limited 2013 4cyl engine163k miles, seller claims new engine was put in at 93k miles, hence present engine has only ran for rough 70k miles, he is asking 6800k for it. Is this a good car? And is it worth the price?

No, these do not age well and have too much issues to begin with.
It's already blown an engine out at less than 100K miles. That should give you an idea of its reliability. (The "new" engine could well have come out of a junkyard.)
Run away especially from high mileage Hyundai Motor Group products. In fact, stay away from all their products. Do not make the same mistakes so many others have made. See below:

I wouldn't say any HMG product, but I must agree that >95% of their offerings in North America are garbage.
Have you seen the receipt for the "new" engine and who did the work?
