Silverado can't connect to OBD port

I have a 1995 Chevy Silverado 1500 with a 6.5 turbo diesel engine. I change the fuel pump in it and now I need to time it right but it won’t scan I have a blue drive OBD2 scanner with an adapter for a OBD1 driver. When I plug it in it locks and unlocks the doors it’s all it does. I took it to my mechanic and he hooked up his fancy scan tool but it won’t do anything screen just goes black. So he just timed it by ear but it’s still not quite right I’d like to fix it right what do I need to do?

Check out the pins on the OBD port. Make sure all the pins are upright and clean. Check the voltage on the wires connecting to make sure it has power.

make sure the connector has power and ground.

 

 

Check your fuses as well (it might share with the cigar lighter)
