I had an airbag light on my 2008 (166,200 mi) Toyota Highlander. I replaced the Clock spring and the light turned off but then my VSC light came on. Could you offer any suggestions of what the problem is or suggest a cheap code reader that could rea

Given that you highlander is 17 years old with high mileage there could be any number of things wrong. Did you install an OEM clock spring or aftermarket? (Aftermarket parts frequently do not work properly.)
