I have a 2014 Toyota Prius the AC is not working when I'm idle it doesn't blow cold air when I'm driving at 25 or 30 miles an hour or more it will blow cold air persistently plus the fans don't come on and off as normal when I'm idling

Check your fan fuses and/or relays. When the AC is on, the fan should always be running. When you're idling, the fan provides airflow over the fins of the condenser.
