What causes idle to temporarily drop when start up regardless of cold or hot engine on a 87 Supra?

You're talking about a 37-year-old car so unless already replaced you can bet that vacuum lines are in bad shape and possibly even the intake manifold gasket, check for vacuum leaks. Also check operation of your IAC valve and condition of any rubber hoses attached to it.
