Instrument cluster replace

I have a 2004 Ford F-150 Heritage. My speedometer reads correctly every time I start out but about a mile down the road the speedo will start jumping erratically and then drop to zero, another mile or so and the CEL comes on. If I shut the truck off and start again, it will do the exact same thing. The speed sensors on the manual 5-speed trans and the sensor on the rear differential test good. I tried replacing the cluster with 1 from a salvage yard and the truck would not start so I reinstalled the old 1. I have been told that I have to get my new cluster reflashed at the dealer. Is there any way I can bypass something or reflash this new cluster myself? I don't really care about resetting the odometer, I just want it to start, run and pass inspection. Any help would be most appreciated.

as far as I know, it must be programmed.

You could try taking the instrument cluster out and sending to United Speedometer,  I think they are in Riverside, CA.  They will rebuild it to as new.  Call them first.
