would you change a wastegate to an adjustable HKS or assume the whole turbo is worn out?
It won't make full boost unless you launch it and it won't get full oil pressure without heat and ZINC seemed to help added later.
- 93-94 r33 skyline GT with a low 100k km.

how about the new stock wastegate before the new stock turbo is on
The turbo is toast already? Sounds like you picked up someones "pound it into the ground" car. It should last twice that if taken care of.
I'ts not toast, it is a car always on a low 5 PSI til the solenoid opens it rises to 7. Most people's wastegates are probably malfunctioning causing a low boost issue permanently. I suspect a diaphragm and wastegate door this old needs replacement.
