That seems to be more like a salvage yard than a dealership. I would pass for sure. I always love seeing "Mechanic's Special" put on junk like that makes it a great deal. Oh yes, I would love nothing more than to spend my free time busting my knuckles on a 1999 Accord with a quarter million miles and who knows what damage from multiple accidents. Sounds like a great time. Not.
When any dealership advertises any car as a “mechanic’s special” that your signal to not look at that car, unless your a mechanic who is really bored and likes a mechanical challenge.

honda usually last forever and dirt cheap to maintain.. take it to a reputable mechanic maybe youll get lucky if its good for 900$
maybe consider this camry too if ur trying to pay <1000$
