Hi,
I have a 2015 Subaru Legacy 2.5i, Automatic Transmission with 149,000 miles. The A/C fan seems to work intermittently and sometimes doesn't turn on at all. When it does run the fan blows low even when the setting is on high. Then on the highway out of nowhere it starts blowing full blast. I'm not sure if it is an electrical issue, A/C blower fan, A/C compressor, etc. Anytime I take it to the shop it works that day (go figure). Where should I start? Should I start with replacing the A/C blower?

Check the blower fan and its resistor.

My bet is the blower resistor.
