LED Tail light functions for braking, but wont blink when turn signal on, or hazard lights on.

Is it an aftermarket LED you are talking about?
yes they are aftermarket and came with the car. its a 2008 scion XB. people are saying flasher relay because it works normally for braking.
That's probably the case. You can check the power at the wires via voltmeter to make sure about it.

Replace the flasher relay, it's toast.
