Can I use it for my transmission on my 1989 Camaro RS? The description says that it is made for all automatic transmissions that are filled with Dexron II and Dexron III based fluids.

The question is, what are you trying to achieve with the additive? Did it do this before the fluid change?
If that stuff is labeled a "friction reducer", it may make your problem worse, not better, as contradictory as it may sound. Automatic transmissions need friction to work properly. Transmission fluid pressure activates bands and clutches through the valve body. They stop certain gears in the planetary gearset from spinning, alternating as the transmission shifts. The friction discs wear down over time, somewhat like a clutch on a standard tranny, only they're inside the transmission itself, and there are many of them. The wear is enhanced by dirty fluid. Dirty fluid has friction material in it, brand new fluid doesn't; it's slippery. Pulling that friction material out with old fluid and adding new can cause an old transmission to act up when it didn't before. Delayed shifts can be indicators of internal wear, especially in lower gears, they're used the most often.
Double check the fluid level, since you changed it recently. Low fluid can cause delayed gear engagement. If you still have the old fluid, the level is correct, and it didn't do this before the change, put the old fluid back in the tranny.
