I have a 2008 scion tc with 99,000 miles and recently my steering has become really loose and when I make right turns my tires squeal as if I'm making a turn at 50 mph when I'm only turning at 5 mph. Car also shakes a bit when I drive 70mph. Could it be my tie rods and ball joints are gone?

Yes - and that's pretty dangerous. Get the car on jack stands or a lift, and pull the tire in and out top/bottom, side to side. There should be no "play" in any of the suspension components.
