99 chevy Prizm 101k miles
they passed me for the safety inspection but said brakes are questionable

"Questionable brakes" is of course not a specific mechanic's term, it's general. There is no way we can know from here what your mechanic meant, you'll have to ask him. (That thing is 25-26 years old. It could be almost anything.)

because brake pads get used up every time you use your brakes, and when the pad material is gone, the need to be replaced, right?
