1998 Corolla.
The key has to be turned a number of times before the engine will start.
The battery is fine.
Sometimes it starts up right away however

What do you mean by this? Like when you turn the key the first time to crank it, nothing happens, but the starter engages when you turn the key the second time? If so, I have the same issue on my 09 Focus and am interested as to what people say the problem could be... But at the end of the day it starts every time so I just put up with it.
