84' tercel 1452cc 3A-C. carburetor secondary will not stop pouring fuel once opened up. Sticky solenoid? Bad rebuilt? How do I diagnose? Can I close it permanently? Will it overheat due running lean? I haven't tried anything yet. Any and all ideas will help.

It's possible the float needle is stuck open. I would completely rebuild the carb. Or you could try tapping the float bowl gently with a hammer to see if it frees it up.
