No, it’s not wise to add a turbocharger to the vehicle as it will impact reliability and longevity of the engine. Don’t modify the powertrain.
I have never had regrets from not modifying a vehicle, but I have had regrets from doing so.
I'm just going to throw this out there: you don't twin-turbo a car for gas mileage.
The best way to get the best mileage out of a Civic is essentially to drive it conservatively and coast where possible. What MPG goals are you hoping for? Those cars already put up impressive numbers as is.
Maybe you could buy some low resistance tires, but I wouldn't recommend it as the cost would outweigh the benefit.
